Earl Evans
Chair
Earl Evans has lived and worked in the Fort Smith, NWT area his entire life. He has an extensive background in hunting and trapping and is working hard to keep alive many of the traditional ways by passing on knowledge to the young people of his region. He has represented the communities in the South Slave region (Northwest Territory Métis Nation, Fort Smith) on the BQCMB since 2003.

Stephanie Behrens
Vice-Chair, Operations
Stephanie Behrens is the Manager of Lands Protection & Renewable Resources with the Tłı̨chǫ Government. She is an advocate for responsible harvest practices that reflect traditional laws and accountability on the land. Stephanie was appointed to serve as Vice-Chair, Operations in 2026 and is the first Indigenous woman to hold a Vice-Chair position on the Board.

James Hodson
Vice-Chair, Administration
James Hodson is an Environmental Assessment / Wildlife Biologist with the Wildlife Division of the Government of the Northwest Territories (GNWT) in Yellowknife. He brings expertise in wildlife science, environmental assessment, and cumulative effects management to the Board, and was appointed to serve as Vice-Chair, Administration in 2026.

Tina Giroux-Robillard
Executive Director
Tina Giroux-Robillard has worked with First Nation communities as a wildlife biologist, regulatory officer, policy analyst, and advocate for over 15 years. She is the first woman and first Indigenous person to serve as the BQCMB’s Executive Director. She lives near Paddockwood, SK.

Gilly McNaughton
Wildlife Biologist
Gilly McNaughton has worked in northern wildlife co-management, Indigenous knowledge governance, and environmental policy for 15 years. She has served as Wildlife Biologist with the BQCMB since 2023, supporting implementation of the Board’s management plan and contributing to environmental assessment and land use planning across the range. Gilly lives in Inuvik, NT.

Fiona Rettie
Communications Specialist
Fiona Rettie works with northern and Indigenous communities in communications, programming, project management, and community engagement. She serves as the BQCMB’s Communications Specialist, leading clear, respectful public communications and plain‑language resources in support of caribou stewardship, youth engagement, and co‑management. Fiona lives in Churchill, MB.
