Earl Evans
Chair

Earl Evans has lived and worked in the Fort Smith, NWT area his entire life. He has an extensive background in hunting and trapping and is working hard to keep alive many of the traditional ways by passing on knowledge to the young people of his region. He has represented the communities in the South Slave region (Northwest Territory Métis Nation, Fort Smith) on the BQCMB since 2003.

Matthew Tokaruk
Vice-Chair, Operations

Matthew Tokaruk is a Wildlife Ecologist with the Saskatchewan Ministry of Environment, based in Prince Albert. He was appointed to represent the Government of Saskatchewan on the BQCMB in 2021, and appointed to serve as Vice-Chair, Operations in 2024.

Joanie Kennah
Vice-Chair, Administration

Joanie Kennah is a Regional Wildlife Manager with the Government of Manitoba, based in Thompson. She served as an alternate member for BQCMB from 2022-2025, and was appointed as a full member and as Vice-Chair, Administration, in 2025.

Tina Giroux-Robillard
Executive Director

Tina Giroux-Robillard has worked with First Nation communities as a wildlife biologist, regulatory officer, policy analyst, and advocate for over 15 years. She is the first woman and first Indigenous person to serve as the BQCMB’s Executive Director. She lives near Paddockwood, SK.
